Per-core licensing and CALs

The server licence does not cover access: every user or device that connects needs a CAL. You will find them in the Windows Server and CAL collection. For a lighter infrastructure, the Windows Server 2016 Standard edition is the more economical choice as long as you stay below around ten VMs.
